It is unlawful for any person to do any one or more of the following acts:

(a)   Give a fictitious name or address at the Lincoln Library in order to obtain possession or use of any book or other property of the Lincoln Library;

(b)   To use a library card of another person without permission of such owner to secure possession of any book or other property of the Lincoln Library;

(c)   To conceal his or her identity or place of employment or residence in any manner whatsoever in order to secure possession of any book, library card or any other property of the Lincoln Library.

It is unlawful for any person to fail to return any book, newspaper, magazine, pamphlet, manuscript, article, art print, phonograph record, film, audio recording or video recording or any other property owned by, or consigned to, the Lincoln Library after written notice to return the same within 30 days has been given to such person, provided such notice shall be given after the expiration of the time which by the rules of the library board the book or other library material may be kept.

The notice required in section 12-302 shall be given by the librarian of the Lincoln Library and shall be substantially as follows:

(a)   The notice shall be in writing;

(b)   Specifically state the violations alleged to exist or to have been committed;

(c)   Specify that the person to whom the notice is issued shall have 30 days within which to correct the violations specified.
